Update on high-rise redevelopment and resident relocations

June 2025

The Victorian Government is redeveloping 44 older high-rise social housing towers across Melbourne. We will build new, modern, and accessible homes to better meet the needs of residents now and into the future.

As part of this program, Homes Victoria is supporting residents to relocate with tailored support for each household at every step of their relocation journey. 

Relocations are well underway in Flemington and North Melbourne

Relocations are progressing well at the first 3 towers – 12 Holland Court and 120 Racecourse Road in Flemington, and 33 Alfred Street in North Melbourne. Around 70% of residents have already moved into new homes and around 20% are preparing to move. 

All remaining residents are receiving dedicated, one-on-one support

Homes Victoria continues to work closely with each household to understand their needs, provide suitable housing options, and assist with planning their move. This stage of relocation will be completed by 30 September 2025. 

South Yarra and Richmond relocations to finish February 2026

Residents in these buildings are encouraged to: 

  • stay in regular contact with their relocations officer 
  • talk through housing preferences 
  • finalise their housing application if they have not already 
  • explore housing options and plan their move early. 
Everyone has a home. Everyone is supported

All residents affected by redevelopment will be relocated to a new home. All residents maintain their rights under Victorian law.

What if you are not relocating yet?

Residents in other towers are not required to move at this stage. If you live in a tower not currently part of a redevelopment, there is no immediate action you need to take. 

If you live near a building where residents are relocating, you may notice some changes in your area, including: 

  • increased construction activity 
  • closure of shared facilities in affected towers 
  • changes to access or local amenities as works begin from late 2025. 

We will continue to keep you informed of any changes that affect your building or neighbourhood.

If you have already moved, thank you. Your relocation plays an important role in helping us deliver more and better homes for the future. You still have the right to return when the redevelopment is complete based on your ongoing needs, eligibility and the suitability of new homes.
