More about older high-rises
Why they no longer meet modern needs
For decades, Melbourne’s social housing high-rises have provided a home for thousands of Victorians. As our communities grow and change, these buildings are struggling to meet the needs of current and future residents.
From accessibility challenges to outdated infrastructure, these high-rises no longer support safe, comfortable, and modern living. That’s why we need to plan for the future - so more Victorians can have high-quality homes in thriving, well-connected communities.

Designed for a different era
Difficult to build more homes
Buildings that no longer meet modern living standards
About the apartments
- Narrow doorways and hallways are difficult for prams, mobility aids and wheelchairs
- Minimum height concrete ceilings prevent insulation, heating and cooling systems and modern ventilation
- Small windows with narrow openings limit natural light and fresh air
- Cramped rooms including small bedrooms, bathrooms and kitchens impact liveability especially for those with mobility needs
- Kitchen windows open on to shared corridors and carry noise and smells
- Bathrooms cannot be made accessible to support aging in place or people with disabilities
- Limited heating and cooling options, poor airflow and lack of insulation make temperature control difficult.

About the building
- Shared stairwells and corridors are cramped, carry noise between floors and apartments and lack basic safety railings
- Aging sewerage and plumbing frequently breakdown and are difficult to fix
- Concrete corrosion requires monitoring and maintenance
- Outdated lifts have long wait times and frequently breakdown due to water damage
- Small rubbish chutes per floor cause rubbish pile up and don't support recycling
- Shared laundry per floor is overcrowded, inconvenient and encourages antisocial behaviour
- No private outdoor space like balconies
- Windows cannot be cleaned from inside

Building strong communities and a brighter future
Redeveloping and modernising our social housing high-rise precincts means more Victorians now and, in the future, have greater access to a safe, modern and comfortable home.
More than just better homes, strong and connected communities will be supported by:
- Well-planned shared spaces that foster social connection
- Modern community and commercial facilities that enhance local life
- Safe, accessible, and sustainable designs that meet the needs of all residents - now and in the future.
Upgrading our housing means not just better buildings, but better communities - designed to meet the needs of today and tomorrow.
