Flemington precinct

The Flemington housing precinct is undergoing a once-in-a-generation transformation — delivering more high-quality, energy-efficient homes and community infrastructure for more Victorians. These changes are part of a staged, long-term plan that puts local people, neighbourhood connection, and quality of life at the centre. 

The redevelopment is being delivered in stages to minimise disruption and maintain services for residents who remain in the area. Each stage builds on community feedback, design excellence and sustainability goals. 

  • Victoria Street redevelopment — now complete, delivered 359 new social and affordable homes, replacing 198 older homes. 
  • Holland Court redevelopment — under construction, delivering 286 new homes and a 5,000sqm public park by 2026. 
  • Future redevelopment — planning is underway for approximately 700 new homes to replace the ageing towers at 12 Holland Court and 120 Racecourse Road, with construction expected to commence in 2027 

What’s being delivered

More homes for more people: Over 1,345 new social and affordable homes have been committed across the precinct — increasing housing availability by more than 240%.

Community facilities and green spaces: The renewal includes a new 5,000sqm park called The Commons, a 1,900sqm pocket park, cycling paths, pedestrian links, and indoor community spaces.

Modern, sustainable design: All new homes will be built to meet high standards of energy efficiency, accessibility and long-term affordability.
