Tag icon New building

We've started planning for the redevelopment of the Noone Street and Rutland Street housing site in Clifton Hill. We’ll replace the old walk-ups with 114 new homes.

The new homes will be modern, well-designed and energy efficient. The project also includes new communal areas inside and outside the building.

This project is being delivered in partnership between the Commonwealth Government's Housing Australia Future Fund and the Victorian Government.

We’re delivering more and better social housing close to public spaces, transport and services.

Construction is expected to start in late 2026 and be completed in 2029.

Community consultation

Consultation is now open for community feedback on the plans for the new homes at Noone and Rutland Street in Clifton Hill. These plans have been informed by the early engagement we did with community and stakeholders in late 2025.

We’re inviting the Clifton Hill community to view the design plans and provide feedback by 11:59pm 1 March 2026.

Find out more about the plans for the new homes and have your say on the Engage Victoria website.

Visioning Engagement

In November 2025, Homes Victoria engaged with residents, community and stakeholders on what is important to them in the redevelopment of 77 Noone Street and 11, 21 and 23 Rutland Street.

Our engagement included:

  • An online survey on Engage Victoria.
  • 5 stakeholder workshops with Traditional Owners, council, police, local housing office staff and renters
  • 2 community drop-in sessions

Relocations

All residents from the old walk-ups at Noone Street and Rutland Street are being supported to move into new homes that suit their needs.

Relocated households will have the right to return to the new homes based on their ongoing eligibility, needs and suitability of the new homes.
