We've started planning for the redevelopment of the Noone Street and Rutland Street housing site in Clifton Hill. We’ll replace the old walk-ups with 114 new homes.

The new homes will be modern, well-designed and energy efficient. The project also includes new communal areas inside and outside the building.

This project is being delivered in partnership between the Commonwealth Government's Housing Australia Future Fund and the Victorian Government.

We’re delivering more and better social housing close to public spaces, transport and services.

Construction is expected to start in late 2026 and be completed in 2029.

Community consultation

Feedback, ideas, and comments from the community are important in shaping the future design of the housing site. We encourage Noone Street and Rutland Street residents and the wider Clifton Hill community to participate in each stage of the planning and development process over the coming months. 

Our online survey was open from Monday 10 November until 11:59pm on Sunday 30 November 2025.  

We also held 2 community drop-in sessions and 5 stakeholder workshops with local council, the local housing office, Victoria Police, housing support workers, residents and traditional owners.  

There will be more opportunities for you to provide your feedback on the draft designs in early 2026.   

Relocations

All residents from the old walk-ups at Noone Street and Rutland Street are being supported to move into new homes that suit their needs.

Relocated households will have the right to return to the new homes based on their ongoing eligibility, needs and suitability of the new homes.
