Be part of the plan for new social housing in Clifton Hill

We've started planning for the redevelopment of social housing at Noone Street and Rutland Street in Clifton Hill. We want to know what is important to you in the delivery in these new homes.

Through redevelopment, we will deliver 114 new homes. The new homes will be modern, well-designed and energy efficient. The project also includes new communal areas inside and outside the building. 

We’re delivering more and better social housing that is close to open spaces, shops, transport and services - right in the heart of Clifton Hill.

Resident and community ideas and lived experience plays an important role in shaping designs and plans.

We want to understand what is important to you in the delivery of these new social homes. It helps us to ensure our designers understand what residents, the community and stakeholders want to see in the new development.

About the project

This project is being delivered in partnership between the Commonwealth Government's Housing Australia Future Fund and the Victorian Government. 

The latest round of the Housing Australia Future Fund was announced on 14 July 2025. The program will deliver 1,275 social homes across Victoria to help people into safe, secure and comfortable homes. This includes women escaping domestic violence, older Victorians and those who are sleeping rough.

All residents from the old walk-ups at Noone Street and Rutland Street are being supported to move into new homes that suit their ongoing needs. Relocated households will have the right to return to the new homes based on their ongoing eligibility, needs and suitability of the new homes.

We expect construction of the new homes to start in mid-2027 and to be complete by mid-2029.
