Benalla West
We're delivering new social and affordable housing in Benalla West.
The Benalla West – Stage One project is part of the Victorian Government's Big Housing Build and will provide 48 new homes along with upgrades and improvements to public spaces in the neighbourhood.
The new homes will include a mix of one, two, and three bedrooms and will be modern, accessible and energy efficient.
Each home will have a low-maintenance private open space which will be able to be adapted to suit the needs of the renters.
As part of the project, Waminda Park will be upgraded to be more inclusive and accessible for people of all ages, including BBQ facilities, lighting, and new play equipment for children.
A draft master plan was developed to help shape the vision for the Benalla West site.
Community consultation as part of the master planning process has helped shape the plans for the Benalla West Big Housing Build.

Early engagement
Engagement is at the heart of our planning and design process. Consultation with stakeholders and the community will help to shape the project. This will ensure the improvements to the neighbourhood and future homes deliver the best possible outcomes for Benalla West.
In 2019 and 2020, we consulted with the community on future key directions for the Benalla West neighbourhood to help shape the draft master plan.
In late 2023, we asked the community for feedback on the Benalla West draft master plan and Stage One of the project. Some of the key themes we heard were that:
- The community have a desire for good natural light, energy efficiency and private outdoor space.
- The community would like to see open and safe places for children to play, as well as picnic and sheltered areas.
- New connections will improve movement around the neighbourhood.
- Lighting is seen as key to people feeling safe.
In mid-2025 we asked for community feedback on the proposed design plans for Stage One of the Benalla West project to help inform the final design plans for new homes.
Community consultation now closed
From 15 May 2025 until 4 June 2025, we consulted the Benalla community and stakeholders on the plans for the new homes for Benalla West, Stage One.
Thank you to everyone that took part in the consultation process.
All feedback received during community consultation is currently being collated and analysed and will help inform the final design plans for the new homes.
A report on the outcomes of the community consultation will be included in the planning application, which will be submitted to the Minister for Planning in the coming months. The report will available on the Engage Victoria webpage for this project after a decision is made on the planning application.

Community committee
Established in February 2020, the Benalla West Estate Community Committee, provides residents and community groups the opportunity to take part in the project and provide detailed feedback.
