Getting to work on hundreds of new homes in regional Victoria

Four major Big Housing Build projects are set to bring hundreds more homes to regional Victoria.
Nearly 400 new, comfortable and energy-efficient social and affordable homes will be delivered across Wodonga, Benalla, Ballarat and Bendigo.
Once complete, the social homes will be allocated to singles, couples and families on the Victorian Housing Register. Affordable homes will be available to eligible Victorian renters on low-to-moderate incomes.
Laying the foundations
We invited local community and stakeholders to provide feedback on the proposed designs for each project.
We heard from hundreds of residents who told us they valued modern, comfortable and affordable homes in a welcoming and secure environment.
The community feedback we received helped to inform the final design plans for each site. Engagement reports for each project are now available on Engage Victoria.
Ramping up activity
Each project has received planning approval, and subdivision approvals are currently progressing through local councils. Early works are underway across all sites and, as soon as all approvals are received, main works will begin on building more and better homes.
Residents may soon start to see more activity as we prepare each site for the construction of new homes. For further information, check out the individual project updates below.

House Creek, Wodonga
This project will deliver 41 new homes, including 10 affordable and 31 social homes, in the House Creek area of Wodonga. The new homes – which span 3 sites in Schlink, Hereford and Carkeek Streets, Wodonga – will replace 17 ageing homes built in the 1960s. The new one-, 2-, 3-, and 4-bedroom dwellings will be modern, accessible, and energy efficient with access to private open space.
Following demolition of vacant homes in early 2026, construction will start in mid 2026.
Benalla West
Benalla West – Stage One will deliver 48 new homes, including 29 social and 19 affordable homes, in Benalla. Each home will have a low-maintenance private open space which can be adapted to suit the needs of the renters. Waminda Park will be upgraded as part of the project with new BBQ facilities, lighting, and play equipment for children.
Main construction works are expected to start in 2026.
Virginia Hill, Eaglehawk
The project will deliver 129 new homes in Eaglehawk, Bendigo. The redevelopment will replace 66 ageing social homes that were no longer fit for purpose with 85 social and 44 affordable homes. The new homes will be modern, accessible and energy efficient and include a mix of one-, 2- and 3-bedrooms.
Early works began in late 2025. Main construction works are expected to start in 2026.
Delacombe, Ballarat
Our Delacombe project will deliver 181 new homes, including 117 social and 64 affordable homes, in Ballarat. The new homes will be a mix of one-, 2-, 3-, and 4-bedrooms. At least 5% of the social housing will be fully accessible for Victorians living with disabilities.
Early works began in late 2025. Main construction works are expected to start in 2026.
