About the project
The Victoria Street housing site was redeveloped to replace older style housing with 359 new homes that are bright, modern and energy efficient.
There are also new quality outdoor spaces with gardens, a community pavilion and pedestrian and cycling pathways to complement the local area.
The new 1, 2, 3 and 4 bedroom homes are a mix of 240 social and 119 affordable homes bringing a 21% uplift in social housing at the site.
Delivered through a first-of-its kind Ground Lease Model, Homes Victoria is leasing the land to not-for-profit project partner Building Communities to manage and maintain for the next 40 years, enabling all land to remain in public ownership.
Projects like this are helping to tackle housing affordability by delivering more secure rental housing options in the local area.
Project update
The Victoria Street housing development is now complete and providing high quality social and affordable homes for the Flemington community.
The builder ICON finished construction in early 2024 and residents are settling into their new homes, including residents who lived at Victoria Street prior to its redevelopment that we are thrilled to welcome back.
Homes Victoria will continue to own the land at Victoria Street, Flemington, but the site will be managed for the next 40-years by community housing provider, Community Housing Limited (CHL). CHL has an office at the site and will deliver tenancy management services, community building programs, on-site maintenance and more. This will ensure Victoria Street residents feel part of a strong, connected community for many years to come.

The Victoria Street, Flemington redevelopment delivered 359 new homes comprising 119 affordable and 240 social homes including 1, 2,3 and 4 bedrooms.
Located just 5km from Melbourne’s CBD in the City of Moonee Valley, the Victoria Street, Flemington housing site is ideally positioned near schools, transport, jobs, community services, shopping precincts and local destinations including Debney’s Park and Racecourse Road.
New homes are more comfortable and less expensive to heat and cool with a 5-star Green Star energy rating, and 7-star NatHERS average rating.
The redevelopment includes safe and publicly accessible open and green spaces, including a gateway park and children’s nature play.
At least 5% of new homes at the site will be fully accessible to people with a disability.
The Victoria Street, Flemington redevelopment project, along with projects at Bangs Street, Prahran and New Street in Brighton created 2,458 local jobs plus training and skills opportunities for people in Victoria.
