We’re delivering new social and affordable housing at Emerald Hill, South Melbourne with an integrated community health facility to provide the very best care for the community.
The Emerald Hill health and housing precinct will provide a substantial housing upgrade with at least 70 well-designed, modern homes, improved open spaces and a health facility to support residents and the broader surrounding community.
The Emerald Hill Community Hospital, operated by Alfred Health in partnership with Star Health, will provide a range of health services tailored to the community.
The project will be delivered jointly by Homes Victoria and the Victorian Health Building Authority.
The existing Emerald Hill precinct includes two sites, located on Dorcas, Coventry, and Moray Streets in South Melbourne.
A master planning process is underway to help shape potential future development stages and other improvements at the site.

Community consultation
In September 2022, we asked for feedback from the community to help inform the Emerald Hill Master Plan and the health and housing precinct which will deliver new homes and a community hospital.
The master plan will focus on improvements including new housing, ground-floor uses which respond to local needs, improved connections around the site, and better green and shared spaces.
We want to thank the Emerald Hill community for their feedback and participation.
There will be future opportunities for engagement in 2023.

Support for Emerald Hill residents
Our dedicated relocations team have been meeting with residents since June 2022 to discuss residents’ relocation requirements and assist with completing applications.
Residents will continue to be supported throughout the relocations process.
