Dorcas and Moray Streets, South Melbourne
South Melbourne Walk-up Redevelopment
The South Melbourne Walk-up Redevelopment will deliver at least 131 new social homes on the former walk-up housing site at the corner of Dorcas and Moray Streets, more than doubling the number of social homes previously on the site.
The redevelopment will create a safe, well-designed neighbourhood with high-quality homes, on-site support for future residents, welcoming shared spaces and landscaped public areas.
We are partnering with Thrive Living Communities on this redevelopment. Thrive Living Communities includes Citta Property Group as the developer, and Mission Housing Australia (Victoria) as the not-for-profit community housing provider.
The redevelopment is jointly funded by the Victorian Government and the Australian Government's Housing Australia Future Fund.

Community consultation
In September 2025, we asked the community what was important to them, as we developed a vision for the South Melbourne precinct. We've used this feedback to help develop the draft design plans for the South Melbourne Walk-up redevelopment.
We’re now inviting local residents, stakeholders and the wider South Melbourne community to view and provide feedback on the draft design plans for the South Melbourne Walk-up Redevelopment by 11:59pm 20 September 2026.
You can view the plans and complete the survey on Engage Victoria.
Relocations
All residents from the old walk-ups have been supported to move into new homes that suit their ongoing needs.
Relocated households will have the right to return to the new homes, based on their ongoing eligibility, needs, and suitability of the new homes.
