Affordable housing

Affordable housing is different to social housing – it is available to a broader range of households that may not qualify for social housing but still need support.

Affordable housing is suitable for very-low-, low- and moderate-income households and is priced below the standard private market rate in the area. By paying a lower amount of rent, these households can more reasonably meet essential living costs like food, clothing, transport, medical care and education.

There are several affordable housing programs across Victoria, managed by different housing providers each with different tenancy arrangements and different ways of calculating rents.

If you are looking to apply for affordable housing, please make sure you read the tenancy settings of the property and meet the eligibility requirements before applying.

The Minister for Housing and Building has declared the Affordable Housing Partnership Program (AHPP) a Victorian Affordable Housing Program under section [or for the purposes of] section 142JB of the Housing Act. You can find out more about the specific policy and operational settings for the Affordable Housing Partnership Program in the Victoria Government Gazette No. G 44 Thursday 30 October 2025
