Delivering homes for Victorians using modern methods of construction

We’re delivering more than 350 homes across Victoria using modern methods of construction (MMC). These are new and innovative approaches such as building parts of houses or whole homes in factories instead of on site.

This includes 250 homes being delivered through the Regional Housing Fund’s $144 million Modern Methods of Construction Program, part of the $8 billion Big Housing Build.

The Big Housing Build and Regional Housing Fund represent a total investment of $2.25 billion across regional and rural Victoria.

Along with the 250 homes through the Regional Housing Fund, we’re also using modern methods of construction to deliver:

  • 58 homes across metropolitan Melbourne and regional Victoria through the Small Second Homes program.
  • 32 homes delivered by Community Housing Organisations through the Social Housing Growth Fund.
  • An additional 31 homes in partnership with the Federal Government.

Most of the 250 homes delivered through the Regional Housing Fund will be built using a modular approach. Conventional homes are generally built entirely on site. Modular homes are built to near completion in a factory. They are then taken to their site on a truck where finishing touches are added - often using local tradespeople.

There are a range of benefits to this approach, including reduced waste and environmental impact. Modular homes can be built quickly and are easy to transport. This means they can be used to provide housing relief for people affected by bushfires and floods.

Many areas of regional Victoria experience challenges with the supply of materials and availability of tradespeople. This can slow down building schedules. Modular construction can help us deliver quality and sustainable homes with more certainty.

We’re working with a pre-approved panel of suppliers to deliver homes across Victoria using modern methods of construction. We finalised the panel in February 2025 after a 12-month evaluation and negotiations process. The panel makes it faster for us to appoint builders to design and construct homes using MMC.

Builders Panel ready to deliver on Big Housing Build targets

We have also set up a 14-member conventional Builders Panel to help us deliver thousands of homes across Victoria.

It’s a pre-approved list of builders eligible to build new homes across metropolitan Melbourne and regional Victoria using conventional building methods. Suppliers on this panel also went through a 12-month application and review process.

The Builders Panel makes it faster and easier for us to appoint builders to design and build homes for the people who need them. It means we have a readymade shortlist of qualified suppliers with pre-approved housing designs. We can quickly engage them on demand to deliver housing more efficiently.

The members of our Builders Panel will deliver residential homes and low-rise commercial residential (care services-type) projects.
