Elgin Towers Community Consultative Committee (CCC)
We’re committed to being a listening and learning organisation that enables residents and community stakeholders to be involved in the redevelopment of the homes and places they live.
The Elgin Towers CCC provides advice and feedback on the project to help achieve best outcomes for the project and the community.

Establishment
In June 2024, Homes Victoria formed the Elgin Towers CCC.
Katie Hall MP, Parliamentary Secretary for Homes, was appointed the chairperson of the Elgin Towers CCC by the Minister for Housing.
Fourteen members were selected through an Expression of Interest process. The group consisted of 8 Carlton residents (both relocated and current residents), 3 community members and 3 stakeholders.
When asked for feedback on the CCC, many members shared that they feel their voices are truly being heard – “I really do feel we have been listened to”, said one member.
Another reflected on the overall experience, saying: “it’s been great to be part of it - it feels promising, there’s lots of positivity, and it’s so good to see diversity.”
Meetings
The Committee agreed to meet over a total of 6 meetings through the planning, design and early demolition phase. Over these meetings members were invited to contribute their ideas, feedback and lived experience to shape the redevelopment of the new homes and surrounding areas.

- Detailed designs of the new homes (including open and community spaces)
- Celebrating and incorporating community values into the redevelopment
- Safety and security considerations in the new buildings
- Reflections on Homes Victoria’s engagement with community, and exploring more ways to include community voice
