New social housing for Carlton

We’re building 248 new, modern, energy efficient apartments to replace 196 old apartments that were built in the 1960s.That’s a 26% increase in social housing at Elgin Towers.
We’ve listened to community feedback and are now including 4- and 5-bedroom homes for larger families. All homes will also include a private outdoor balcony, laundry, double-glazed windows and improved accessibility.
The homes will be easy to heat and cool – and will include split-system reverse cycle heating and cooling, as well as solar panels and a mix of renewable and other energy sources.

As part of the redevelopment, we’ve improved the common areas on the ground floor and are building flexible spaces fronting Station St Park for the entire community, as well as improved landscaping with more trees.
The Elgin Towers project has now received planning approval. The project will continue with internal stripping works in preparation for the careful and staged deconstruction of the old red brick buildings later this year.

About the High-Rise Redevelopment project
Victoria’s High-Rise Redevelopment project will transform Melbourne’s social housing neighbourhoods, replacing 44 ageing high-rises and other buildings with modern, accessible and energy efficient homes and improved community facilities. Once completed, there will be at least 10% more social housing for Victorians who need it and more homes close to schools, services, transport and jobs.
Elgin Towers is the first step towards regenerating Victoria’s social housing towers to deliver more and better homes. The Australian Government and Victorian Government are partnering to redevelop Elgin Towers as the first Victorian project in the Social Housing Accelerator program.
