Building more than homes at Madden House

We’re celebrating the launch of 26 brand-new homes at Madden House in St Kilda, providing permanent homes and wraparound support for people sleeping rough.
Working together to end homelessness
This project is truly a team effort. We partnered with St Kilda Community Housing and Port Phillip City Council to build Madden House. We're also working with VincentCare and Ngwala Willumbong Aboriginal Corporation to deliver crucial on-site support to residents.
Dr. Edward Burtonshaw-Gunn, Senior Project Manager at Homes Victoria, says it's vital we work with a wide range of partners to achieve our housing goals.
“This project could have only been achieved through successful partnerships with St Kilda Community Housing and the City of Port Philip Council.”
We also spoke to Andrew D’Arcy, Chief Executive Officer of St Kilda Community Housing. He agrees collaboration is critical to ending homelessness in Victoria.
“The project shows what’s possible when governments, councils, and community housing providers work together with shared purpose.”
More than housing
Madden House is more than just a building, it’s a place of recovery, stability and belonging.
Residents will not only have their own self-contained unit, they’ll have the security of knowing that this can be their home for as long as they’d like.
Andrew says providing permanent homes and much-needed support is key to helping residents rebuild their lives.
“People can move in, they can unpack their bags and then they can begin to unpack their lives."
Honouring Paul Madden’s memory
Madden House is named in memory of Paul Madden (AM), who passed away in November 2022.
Paul had a lifelong commitment to helping those in need – from advocating for public housing residents in his early career as a researcher at the Fitzroy Centre for Urban Research and Action, to his work with not-for-profit organisations across social housing and cultural programs.
As chair of St Kilda Community Housing for 13 years, Paul championed this project and worked tirelessly to make it a reality.
“Paul’s leadership, persistence and deep commitment to social justice were instrumental in getting this project off the ground” says Andrew.
