During 2025-27, Homes Victoria is upgrading some older social homes across Victoria.
We’ll be inviting residents directly by letter. Then you’ll get a call to confirm your interest.
We’ve chosen Johns Lyng Group (JLG) as our new delivery partner. JLG will help us with the roll-out of the upgrades program.
If you’ve been invited to be part of the upgrades program you can find guides and more information below. These guides will also be useful if you have new, energy-saving appliances.
There is no application process for this program.

Upgrades
Where possible, a home can have up to 6 upgrades. This depends on the home and circumstances.
These upgrades can include:
- an air conditioner for heating and cooling
- a heat pump hot water system
- an electric oven and cooktop.
- draught and gap sealing
- ceiling insulation
- removal of your gas connection.

- New, all-electric appliances are energy-efficient and cheaper to run
- Lower greenhouse gas emissions are better for the environment.
- A more comfortable home that is cooler in summer and warmer in winter.
- Improved health for some people e.g those with asthma, arthritis.
Help with energy bills
The Energy Assistance Program is a government funded service designed to support Victorians who are having trouble paying their energy bills. The program can help you:
- apply for eligible concessions and Utility Relief Grant Scheme (URGS)
- access your retailer’s hardship programs
- find, compare and switch energy offers
- understand energy bills and address billing errors
- save energy with efficiency advice.

The current round of funding is limited to 11,000 homes, including 5,000 all-electric homes.
